It is doing that at when my foot is off the pedal. How do I change this?

On to Tools menu you can calibrate your TPS. Then close Megatune and power off your MS. When you come back in and power up you'll be good to go...

You could also have it backwards so it goes down when you open it, easy fix flip 2 wires. If the reading does not change when you move the throttle you could have the wiper wire to the wrong terminal in the TPS.
On my projects I calibrated the TPS without the throttle linkage to the pedal hooked up and with the throttle stop set to the physical close limit of the throttle body. That way I know that 0 is the mechanical close limit and 100 is the mechanical open limit. Its sort of handy to be able to see that you have a linkage problem or that something is keeping the throttle from closing or opening all the way.

True, and once calibrated you can't see this via the TPS% gauge, but it will wreak havoc with your tuning. To make sure that's not the case though enable a TPS ADC gauge and make sure as you apply the throttle that the ADC number increases. Or, maybe even simpler, when you calibrate the TPS, make sure the WOT number is higher than the closed throttle number.
