Ok...Here's an update:
I checked everything and discovered that I stupidly did not solder on two transistors (Q10 and Q13) for the PWM flyback circuit. I've also thoroughly checked everything else and these were the only things missing. So when I tested it, I have the same problem, no prime from ...
