What exactly are you using to power the MS with?
My error the meter I was using is nuts (I'm using a quality power supply and a good meter is calling it 14.5 and stable. I am not connected to a Stim just power and ground. The voltage at H1 is 2.4 volts and stable. The ECU is sending messages like ...

Battery low indication
On the TunerStudio dashboard the volt meter swings wildly between <7 and > 15 volts. The input voltage is a solid 14 volts but when I measure across H1 I get 1.5 volts. This test was made on the bench with only battery and ground connected to the MS-II V3.0 MB Ver. 2.89000
