AFR readings not following table

AFR readings not following table
the lowest it shows is like 13.0 however the MT gauge shows that im at 10.9 and so does the NAW reader.
how do i get my engine to lean out a little and read correctly.
a have already calibrated using generic linear wb set to 0-9v and 5-19v.
i have "set" the linear wideband in config
that should be it for the WB as far as i know.
do i need to get an adjustable fuel pressure regulator to lean out or can the MSII v3 do this for my
85 corolla gts turbo.
im running 450cc injectors. everything else in the fuel system is stock.

is the fuel adjusted through kPa.

it just seems like you read 20 pages to get to where you needed to read.
right now im trying to calibrate my non GM IAT and get resistance readings.
i think having this in and working will help. but i will definite try your suggestions
as well.
