IS MY MS2 V3 PROCESSOR DEAD?????

IS MY MS2 V3 PROCESSOR DEAD?????

I have the MS2 V3 board. After extensive testing I confirmed power to be at U5 and also the points on my 40 pin connector, I also checked the pin connectivity on U6 and DB9 connector and all is perfect until I pulg the processor in. Then the power light on the stim starts flashing, as if its powering on and off continuously and I tested the power with a meter and it is powering on and off. So in essence the MS2 is not powering up so therefore I cannot load anything, firmware or bootloader or nothing. Is my processor dead. I have not even gotten the car running as yet?

What Stim type is this? If that's a JimStim, having the power light flash on and off implies an electrical short. The regular Stim doesn't have a true power light, so if you have one of those, which LED is it that's flashing?

I have a Jim Stim and The Power on Led is flashing along with the FP led at a rate of about one per second
