Help with voltage

I'm building my ms2 v3.0 , I'm at step 23 but I can't get any voltage on pin 31 but i can on the rest, also do I need to install the jumpers on step 22 if I'm using a Pwm idle valve in step 62 , any help would be grateful .

The jumpers are optional; we usually put them in later in the build process.

I'd check for a cold solder joint.

Sorted voltage problem but do I still install the jumpers in step 22 for steeper valve if I'm using a Pwm valve ???

The jumpers are optional; we usually put them in later in the build process. They're useful as general purpose inputs and outputs.
