Got a little further but getting this error message:

Also, in the Device Manager it says COM1, but that gives no response, COM2 does.

Any ideas would be appreciated.

I assume you have the boot header jumper installed?

Yes, Jumper over 2 pins. 7.8V at stimulator, not great but should communicate.
