Engine Reving up at idle

Hey guys,
I've got a 69 Cougar with a 351w. My MSII has been installed and assembled correctly, but for some reason when I start the engine, it revs up to 3000 rpm at idle. I can't figure it out. My throttle blade is almost completely closed, I'm running an IAC, but it's plugged tight and shut off. There's only two vacuum lines running off my engine, and I've got them both plugged (my MSII is still hooked up). I can't figure out how the engine is getting enough air to run up this high? I know the answer should be a vacuum leak, but I there's only two lines off my intake and they're both plugged. Anybody seen anything like this before? I don't consider myself I dumb guy, but I'm starting to feel that way. Thanks for your help guys, I love reading the posts and learning from all of you! As far as I'm concerned, the guys running MS are the smartest around.
- I'm also looking for a better VE map and spark table to use as a starting point for tuning my car. Can anyone point me in the right direction? Thanks!

Edlebrock Performer RPM EFI intake (super long runners)
Custom built 75 mm throttle body w/t IAC
19lb injectors (have a 24lb set to install if needed)
Ceramic Headman Headers, 2 1/2 exhaust
EDIS 8
electric fans, fuel pump, etc.
Wide ratio AOD w/t 2600 rpm stall
