In the Ballpark with BBC?

I've got my BBC running and I've driven it a little but I'm really pretty lost on the timing.
I've got the 60-2 tooth lined up with the 9th tooth after the gap lined up to the VR sensor. In my MS wheel settings I have
Teeth: 60
Missing: 2
Skip: 15
Delay: 9
Trigger Offset: 4.00
Unless I don't understand things, I should be seeing 18deg of advance on my balancer with the timing light (what is shown in Trigger Wizard) with 0.00deg of trigger offset. This is NOT the case. It is off by a significant amount (I messed around too much today to remember). The 4deg I have now just makes it seem to run a little smoother.
The spark table I have created is basically a "flat" curve just to get me started, but the power seems to completely drop off over 2500 rpm (not enough advance?). I know I'm off somewhere. Am I in the ballpark? Attached are my msq, spark table, and logs.
PS. Is distributor positioning a relevant issue with this configuration? My understanding was that it was only for switching, not timing, so the exact position shouldn't affect timing.
PPS. Any 'squirters in the Twin Cities want to make a couple bucks and drink some beers while giving me some guidance?
