I am swapping a 89 318 TBI to MSII. Can the stock hall effect, which runs on 8V be used with MS? Could the hall be run at 5V or can the 8V be gotten from the MS?

It'salmost certain to have an internal voltage regulator, so using a suitable current limiting resustor in series with it off the 12 volt supply should be fine. Or you could build a voltage reg in the prototype area.

Like a simple 7808 volt reg?

Yes - but check the current draw of the sensor. You might need to add a load to get a 7808 to regulate properly - or use a 100mA type.
