troubleshooting the 31 and 32 pin

Im assembling the ms2 with the v3.0. im at step 23 where it tells me to check the voltages at these pins. this is what i get

Pin
ground
________ 2_____19___32
1
(5 Volt) __5__ __5__ __0__
20
(5 Volt) __5__ __5__ __0__
31
(5 Volt) __0__ __0__ __0__

1. i checked the all the solder and did not see any bridging.
2. i did install the iac jumpers
3. i did check the voltage regulator and on the pin closet to the db9 is ~10.5v
on the far pin its 5v
and on the center pin i got around .1 ohm
im just not sure why im not getting any voltage at the 31 and 32 pins

Check L2, make sure it's not broken and has continuity from end to end. Also check the socket for cold solder joints.

i checked L2 and there is ~.2 ohm resistance i also double checked the 40 pin for cold solders but still the same results

i checked c15 and it has no resistance so im assuming its bad... the issue is do i replace it with one of the other ones and if so do i order another cap .1uF 50V 10% cer rad

why would pin 31 act up if its just suppose to be a ground?

thanks matt i just counted the pins in the wrong direction. :)
