V3.0 board does not power up

OK, I have a V 3.0 MS1 that I haven't used in some time. I replaced it with an MS2 complete kit when it died. Well, now I want to squirt my riding lawn mower, (no I don't have too much time on my hands, and why does everyone keep asking that!?), and want to fix it.
When I hook up the stim, I get nothing. I pulled the CPU, and tested for voltage and got between .92 and 3.8 on pins 1, 12-15, 18, 20-28, and 31. I also notice that D19 gets REALLY hot. I checked it, (D19), with an ohm meter and I have continuity both ways, (166 and 144). So I am thinking the first thing to di is replace D19. I am just wondering if any of you have any other ideas.

Yes, replacing D19 should be the first thing to do here. Sometimes they can be damaged by connecting the VREF to 12 volts; other times D19 is slightly out of spec and pulls the 5 volt to ground.
