Low voltage in 40 pins socket

When I connect 12v on pins 28 and 7 of DB37, testing the socket (pins 1-2, 1-19, 1-32 and then pin 20-2, 20-19, 20-32 and finally pin 31 - 2, 31-19, 31-32) and I have v. 4.73v. I checked the welds, the orientation of diodes and capacitors, and I can not move from this voltage.
What is wrong?
At first I was v 4.58v and now 4.73v.

One more thing: The testing in the U5 is: right leg v 5.03; central leg v 0.00; left leg from 9.71 to 9.73 v.

I'm in step 55, but the problem arose when testing the socket to check the voltage.
Measuring some components and I think F1 is failing.
Today I'm going to replace to see if I get the voltage I need.

Today I changed three times F1 and the socket test is 4.61 v. It falls from 4.9 to 5.01 V as stated in the manual. What is wrong?

Finally, I solved the problem. It was the zener D19. Now I have v 4.99 on the socket.
