Grounding issues with MSII v3

I hooked up my stim and the board powered up. A few minutes went by and the 9v battery died. Found my 12v power supply and hooked that up. I have power all over the board, but it is not grounding. Jumped LEDs ground from pcb to heat sink and power supply and they light. Any ideas

While checking voltages, I bumped D7 while checking D15. I2 on the stim lit. And just checking, I jumped D5 to D14 and I1 on the stim lit. Guess I know at least where to start if nobody else has seen this

I believe rubbing alcohol fixed it

Flux - or rather the sort in decent multi-core - doesn't conduct. What is possible is a solder whisker which is removed by cleaning.
