Question on MAP sensor readings

I am looking for some help on something I am having trouble understanding.
Before swapping my newly minted MS2 for the Ford EECIV in my '87 2.3 mustang engined kit car, I wanted to check the functionallity as best I could. The MS checks out great on the Stim.
The MAP sitting on the bench reads 99 which seems about right as we are a little up in the mountains of VT. The reading decreased when I suck on the hose ~70 and goes up if I blow ~112.
When I hook the MAP via a hose to the intake manifold of the engine, same pipe as the Ford MAP, I get:
Key off 99 kPa
1200rpm 36 kPa (idle fully warmed up)
2000 30
3000 30
4000 32
Kill the engine and it springs right back to 99kPa.
Is this messed up? I thought that manifold pressure tended to atmosphere (~100) at high RPMs. So 4000 rpm should be much closer to 100 than at idle??? What made me think is wrong is that the VE table auto-populate utility in MegaTune throws and error for Max HP MAP readings is less than 90kPa.
If someone could clue me into this, if it is normal or where to start looking for the problem if it is wrong. Or am I just not understanding this right!!!
