Ford PWM IAC help

I am having trouble with the IAC being stuck at full open and does not respond to any changes made in megatune. When on the stim and I change PWM % the LED does not change brightness either. While assembling the board I bridged two of the solder cups on Q4 when installing the jumpers to the transistor. I thought that I got all of the solder off and could not see any when looking through a microscope. Is there a way to troubleshoot this without de-soldering the Jumpers. I checked to see that I wasn't using the FIdle pin as a "Spare Port". Will try any suggestions at this point. Thanks in advance for any suggestions.

Try testing it in on/off mode. The signal that comes in is at the top side of R19 and should be 5 volts when the output is on, zero when it's off.

Thanks matt, will try as soon as I get out to the shop. Is on/ off mode a setting in mega-tune?

Yes, it's an idle control setting - I believe B&G calls it solenoid mode.
