low voltage at CPU pin 31

I have 3.7v at CPU pin 31. CPU pins 1 and 20 have 5v.

First check for any bad solder joints on the socket or stray flux, then check if D19 is getting hot.

It is a V3 board. I replaced D19 all ready and tuched up all the CPU pins .

Please measure the resistance across L2 - what do you find there?

Also check if you have C22 backwards. It might be a tantalum. If so, they do bad things when connected backwards.
