high idles with override plugged in

I'm try to get this my car tuned and so far i can get it to idle pretty smooth without the override wire plugged in but when i plug it in my idle jumps from 800 to 1600. I have it wired through the fidle port with the spare port set to provide 5v after 300 rpm. Here is an msq...

So i've looked around quite a bit and can't find anything that would explain this...how would applying 5 volts to the ignition module cause my idle to jump to ~1600 rpm ? I could see it if i had a fidle valve but i dont...I had a small vaccum leak and my idle adjustment screw was stripped so it used to idle around 1100rpm (this is with 0 timing at the balancer) with the override disconnected (bpin on hei module), even then when I plugged in the override it would jump to ~1600 rpm and whatever timing the spark table wanted (around 28).

So I didn't have the s12c jumper for the iac connected and the dizzy was a tooth off...it still idles around 1000 but its much better than it was
