EDIS Coil Capacitors - 0.25uF NOT 25uF??

I have 3 of the silver can style coil capacitors that I grabbed from the JY with my coils. Unless my trusty Fluke meter is wrong, these things are 0.25uF, not 25uF.

Any thoughts/concerns/comments on this?

I am hunting down an "RPM signal goes nuts" problem at 3,500 rpm. It is extremely consistent. I will possibly try a cheapo radio-shack cap in parallel as a trouble shooting step to get around this.

To the best of my knowledge they are in fact, 25uF noise suppression caps. Not necessarily required except for radio noise.
