Is this correct wiring for a DIYAutoTune VR sensor?

Red (+) to pin 24
White/Black (-) to pin 2
Black to ground

No - red is 12 volt power, black is ground, and the white or blue wire is a signal wire to pin 24.

Should the power be fused(5 amp) and come from one of the relays?

I'd use main ECU power on the same fuse as the ECU.
