I'm not getting (not sync) ms2-ls1

I'm not getting (not sync) ms2-ls1
I have the crank sensor wired for hall, XG1 TO XG2,,OPTOIN TO TACHSELECT TSEL TO OPTOOUT,,,I have the pull-up resistor wired,
during cranking, I never get synced,,
should I have wired it for the vr? do the pot's r52 and r56 adjustments have a effect when wired for a hall?
where should I look-read next.. tried the search but got nothing that made sense

You should be able to see a hall effect sensor switching when cranking the engine by using a DVM set to DC volts.

D2 is jumpered!... It's getting 12v from the switched fuse panel.
