Stepper valves do not have a frequency. You would adjust the step size so that it is high enough the valve does not stick, but setting it too high will make it turn slowly. You will need to test this number for yourself.

First, you will need to determine if the valve is, in fact, a stepper. PWM valves use a frequency and have 2 or 3 wires; stepper valves do not and have 4 to 6 wires.

Ok, that's not a stepper. Start with around 100 Hz.

thanks

that means 100hz will keep the idle open? less will reduce the fow diameter?

The frequency is constant. The valve position is determined by the pulse width - thus, pulse width modulation.
