12v output from relay board

Should the fuel pump and 12v+ distribution bar (used for injector 12v supply) have power to them when the switched 12v supply is OFF?
I've connected 12v supply from the battery, 12v from switch, and main ground to the relay board. While using a tester and the switch in the off position, there is still a 12v supply to the FP and the 12v+ distribution bar. When touching just the fuel pump wire to any of these connection points, I can hear the main relay click. When the switch is turned on, same exact results. The MS is not connected to the relay board at this time. Is something messed up on the relay board?
