Q23 transistor continuity question

Should the q23 transistor In step 51K see continuity between the collector and base leads?

After inspecting the solder points i do not see any solder bridging the gaps, but it is toning when I check with the DMM. I suspect the transistor is defective, but before I remove it I figure I should confirm it is wrong.

I continued assembling and passed the testing in step 55 which made me consider the transistor is functioning as intended.

Exactly how much resistance do you measure between these pins?

between .6 and 1 ohm.

It isn't causing any problems so I'm hesitant to remove it in fear of damaging the PCB.

Any idea what circuit the Q23 transistor is part off?

Q23 is part of the VR signal conditioner circuit; Pin 3 (C) is connected to ground, while Pin 2 (B) is connected to the wiper of R56. Now, if R56 is completely wound out such that the wiper is effectively grounded, then yes - you will get a ridiculously low resistance between the collector and base of Q23. This will also happen if you have a solder bridge between Pin 1 and Pin 2 (wiper) on R56.
