Will the megasquirt 2 with PCB board 3.0 be able to run over 21 pounds of boost.

I think it goes up to 22lbs of boost.
If you need more DIYAutoTune.com sells a 4 bar for a reasonable price

The stock map sensor (2.5bar) is good for 21PSI , but as stated above DIYAutoTune sells the map Daddy which is a four bar map. That is somewhere around 40psi of boost.

So to answer your question, it would be no without the map daddy or at least a 3 bar sensor.
