IAC WONT FULLY CLOSE

IAC WONT FULLY CLOSE
The spintle on the Iac does not free wheel.
It's a 4 wire model, blue,light blue, green light green wires.
I may have the polarity backwards, but I was lead to believe this didn't matter on these types.
It is set up for moving only.
I did a calibration with a friend.
We noted full extention at 300 steps. (which seems a bit high)
it does not seem to retract (open) fully. There looks like 1 cm left.
I can't lower my idle from 1200. iac is set at 300
No leaks, and carefully looked at (by testing if a wire goes thru, I determined that it does not fully close.
Any advice?

but it is already closed as far as it can go.

Upping the start value to 350 steps.
Using a example of 180f @ 320 steps gives a nice 950 rpm idle.
I know this is alot higher than normal,
and many people using Ms with their L61 Ecotec have had this same problem.
Hopefully this will help someone, as visually looking and doing the calibration didn't help me much....
