I can't get vintage Ferrari V8 to warm up

I can't get vintage Ferrari V8 to warm up
I have to baby the gas pedal constantly to keep it running when cold, I can't seem to find settings where it will settle down and fast-idle, I put in the original Bosch fast idle air valve back in, and seems to work as it should on the bench, ie. 12 v and the heat gun make it close up slowly as the engine warms , but the engine does not want to run at a high idle when cold, this is my second ECU (actually 3rd engine) efi project, so have some experience, I thought I knew what to do, but this one has stumped me.
any help would be appreciated.

The Bosch EAV is usually very reliable. If you remove the hoses to it, the idle should shoot up to around 1500rpm when hot.
