Fuel cell intank pump

Fuel cell intank pump
My idea is to get a round tube about 5" round weld a bottom on, then cut the side out about 5" from the bottom. Then mount the pump inside and return line inside.
There will be a 6" cap welded to the top for bolting it to the cell.
Will a round 5"x5" baffle/surge tank be large enough to keep the pump from starving?
I will need a hole drilled on the side at the bottom to let fuel.
What size hole will I need to allow fuel to come in and out of the surge?

Kinda hard to weld steel to alum
