Comm with ECU is not working

Comm with ECU is not working
I''ve got a v2.2 board with a MSV30 cpu. I'm trying to get it to run, but not much luck.
Right now the power is good, I have 4.97v at the chip. I have done the loopback (pin 12 to pin 13) test, and that's working. When I plug the ecu in and power it up, with the serial connected I get nothing. The clock does not seem to be running, in that I cannot see any variance in the voltage at the oscilator. I replaced the cristal with a new one today, and no change. I've checked all of the caps, they seem ok.
I've bypassed the 232max by soldering a ft chip to pins 12 and 13. The tx led is blinking when I use the TunerStudio software, but it's saying not connected. The rx light never illuminates.
Can anyone think of a trick to get it started?
