FIDLE output problem

I have had my car running for a few years now on a V3.0 MS2 but I have never had any form of idle control hooked up. I just set it up to run a Ford PWM IAC and am having trouble. The board has the proper transistor installed and I have the diode correctly installed in the pigtail. What is strange is if I check pin 30 of the connector without the wire connected I am getting about 2.5v+ on the fidle leg. I have checked all of the wiring and the board and everything appears to be good, all solder joints good. If I disable the fidle output, the 2.5v goes away. Since this is a switching ground, I should not be seeing anything positive on fidle right? Any direction is appreciated. Thanks.

Is this testing on a car, or on a Stim?

Can you post an MSQ?
