About PWM idle valve issue

About PWM idle valve issue

My project is 4 stroke 171cc scooter with 2 wire pwm idle valve
I capture the PWM signal from ECU, the pwm signal is approx 37 hz duty cycle around 23%
But when i try to enter the Frequency,it say my HZ too low need great than 80hz
How can i to break up this issue? change valve? or update firmware?
but my cpu is the blue one with 2.XX ver
when i use newest version it has many problem
like the wrong rpm and no spark(i had try D14and J10 but the same problem) idle valve not working
my version is 2.891 with V3.57

It should work OK at 80 Hz.
